Is there a “consumer right” to an owners manual (US)?

Odd question, but is there an actual right as a consumer to receive an owners manual (computer). Is there any link that proves this (such as a BBB link or something)?
If there is, does the law or rule stipulate in which manner the manual must be delivered (is online/downloadable “legal”)

No “right” that I know of, however, the manufacturer is generally liable if the product is used improperly, causing the user damages (physical or financial). This usually results in a manual with all of the safety warnings that no one reads, until their lawyer points it out to them. So, out of self-defense, the manufacturer usually makes sure that the user receives a manual with the appropriate warnings so they won’t get sued.
If, in the documents, part of the requirements for proper use is an internet connection, they could conceivably then provide a link to their manual online, stating that the user must comply with it’s safety section.
I would also think that if you called their toll free number, you could get a CD or DVD with the manual and other docs sent to you (if they didn’t have paper versions). Tell them you have dial-up and it takes too long to download (unless they spec a broadband internet connection as required). Some companies charge shipping for this (but you might be able to talk them out of it)…
