What are my rights as a consumer when it comes to a contract not fullfilled to my satisfaction?

I live in Ohio. We hired a contractor to redo our roof, install vinyl siding, and repair my front porch. It has taken them 9 weeks and they still aren’t finished. This being because they only work about 3 days a week for about 4 hours a day. They are almost finished and the work is hardly worth what we agreed on. They didn’t do everything we agreed on. For example, replacing all of the rotten wood on the roof and porch. Our roof has a hole in it, which we saw when they were replacing our kitchen ceiling from the roof leaking. Do we have to pay the full price? Are there any laws protecting us from paying it all?
We had every intention to pay him for the work. It’s just the work is less-than satisfactory. Our contract states the work, but it is vague. Most of our agreement was oral.

    They did not complete the terms of the contract, so it is a breach of contract and you don’t have to pay. Tell them you know the law and maybe they will forget about taking you to court.

    You don’t have to pay them anything. Period. They will sue you and a judge will decide what it’s worth.

    I know that you have a written contract/ itemized quote from them because no homeowner would ever let go of cash without having everything down in writing. That’s your evidence for court.

    you do have rights but I cant give you a definitive answer because I dont know what the contract states.call the attorney generals office in your state,they usually have a consumer specialist in their office,also contact the better business bureau,in your area.some states require contractors to be licensed and failure to obtain that license can be cause for arrest.good luck. also some tv stations have a segment to report consumer complaints,look on the web at you local stations to see if they have a consumer advocate,and make your complaint there
